Open Source policy

Well - Im busy writing my thesis this year. Actually Im not writing yet, just reading articles for research. It seems South Africa's government is pretty dense when it comes to the policies in advocating Opensource use. American states have many intelligent methods to save money and to improve choice when it comes to purchases... Though many of these are "forceful" in nature. France is also pretty much up there. The Shuttleworth foundation has a few great idea for the education sector though... Does anyone out there have some good ideas for sources?
